The days of “the buck stops here” on the desk of a CEO are long gone. And of course systemic failure means that contributory actions from the co-governance folks need not be factored in.

The review led by Paul Davison, KC, noted that geotechnical reports spanning a 25-year period (beginning with a 1999 study and repeated through 2005, 2006, 2023, and 2025) repeatedly identified and warned the council about the landslide risks to the campground at the base of Mount Maunganui (Mauao).
Grenfell did nothing except take his $600+k salary.
